He was traveling on Ella Boulevard when he collided with a vehicle at West 27th Street.

Deputy Blackwell had served with the Harris County Sheriff's Office for five years. He was survived by his wife, two sons, and parents.

We miss you Richard. I was going through my brother Alan’s things today. Your death hit him hard and he kept the newspaper clipping announced in The Chronicle. I keep it now with his things/memories. You two were great friends growing up. We won’t forget you or Alan or your service. P. Alan Bates, HPD officer died in an auto accident in 1993.
