Officer Osmer Milbert was shot and killed after he and several other officers responded to a home on Broadway to investigate a shooting. As they and an ambulance arrived, a man ran out and commenced to spraying .22 caliber bullets from two pistols, killing Officer Milbert and wounding three other officers before he was shot, wounded, and taken into custody. The ambulance was hit 19 times. His brother-and-law was found in the home with a gunshot wound to his leg. He said the suspect, in an extreme state of anger, was complaining about a traffic ticket he was given a week earlier for not having an inspection sticker on his windshield when he suddenly pulled a pistol, shot him, and then shot up his home. When police searched his car they found two .22 caliber rifles and 30 boxes of bullets.
The suspect, 31, was committed to a mental hospital.
Officer Milbert was shot once in the neck as he took cover behind an ambulance. The suspect surrendered a short time later after being shot in the leg during the ensuing shootout. Another officer was also wounded during the shootout. The suspect was committed to a mental hospital.
Officer Milbert had served with the Quincy Police Department for 10 years. He was survived by his wife.
