To the Millett family: Carroll and I were roommates at the Maine Criminal Justice Academy in 1976. I went to So. Portland while Carroll worked in So. Paris.
I still remember Carroll’s easy going personality and smile, two traits current LEO’s would do well to emulate. His loss was far more than just to a local PD.
